In the year 2006 the cash transfer active enterprises Bank of America (BOF), MoneyGram (MG) and Western Union (WU) deplored that the transfer service is abused increasingly by criminal ones. Joint considerations of the mentioned companies, how to proceed against it, led to the establishment of E.L.V.I.S., an European cooperative. The project E.L.V.I.S. should make safer all transmissions of cash over frontiers away. In order to keep E.L.V.I.S. independent from the enterprises involved to, it was decided to assign free software developers for programming. In an international bidding procedure experts could be won by Microsoft, Sun, Deppensoft and Apple for the cooperation at the project. The E.L.V.I.S. Group was registered to 2006/08/13 into the business register of Klagenfurt (Austria).
 
Internationally operating secret services took notice of E.L.V.I.S. very soon. Presently the project is observed by CIA, FBI, Mossad, MAD, NSA, APPD and ÖTV. Already during the alpha phase of the project the first terrorists laundering money could be detected and arrested. Thus we (not without pride) may state that E.L.V.I.S. makes an important contribution to the containment of worldwide economic crime just yet.

E.L.V.I.S. uses a transmission method that isn't based on the SSL (Secure Sockets Layer protocol), but a new technology called WUP. Under the Agreement between the European Union and the United States of America on the processing of payments data and its transmission from the European Union to the United States, the U.S. authorities may access all transfer data and store them for a period of up to 5 years for the purpose of combating possible international terrorism. Transfers within the SEPA zone are excluded from this Agreement.
